2011–2014

An Idea Takes Flight.

Like many of the best things in life, the idea of Murmuration was developed and nurtured through conversations around a small table. In a cozy New York City cafe that let its customers linger for hours while deep in conversation and thought, a vision for what would become Murmuration began

to take shape. Increasingly aware of the gaps in infrastructure faced by organizers and advocates for public K-12 education, Emma Bloomberg, Murmuration’s Founder and CEO, saw the potential for one centralized collective resource to help propel a sector forward, and, with the good counsel of

friends and colleagues, in March of 2014 she quit her job to see if she could bring the idea to life.

Over the course of the next six months, Emma set out to hone her vision for an organization that would provide infrastructure for organizers

and advocates to cultivate bases of voters actively engaged in education issues. She traveled the country speaking to people from organizations small and large to make sure she understood their challenges — and the gaps that she might attempt to fill to support their work.

A note on our name:

The name Murmuration draws inspiration from the phenomenon where starlings form a vast, ever-shifting flock that moves as one fluid, unified entity. This display of collective synchrony embodies our vision for our organization, our partners, and the future — a community working seamlessly together toward a shared purpose.

What those conversations confirmed were critical gaps in data and tools, leaving organizers and advocates without a clear path to effectively mobilize communities in support of a transformed public K-12 education system. And with that,  Murmuration launched — in November of 2014 - as a

bold initiative designed to revolutionize the education advocacy landscape, leveraging data and technology to bring focus, innovation, and collaboration to those fighting for equitable education for every child. At the core of the idea was a belief that all the organizations working to

ensure equitable access to a high quality public K-12 education could be more impactful if they had access to shared tools and data - the ability to do their own work, and enhance the collective at the same time. The name — Murmuration — reflects that belief.

2015

From Concept to First Campaign.

Murmuration doubled in size (from three staff, to six) and hit the ground running with an initial goal of reshaping the way education advocacy campaigns were run. Recognizing the immense potential of data to drive meaningful change, Murmuration started as a 501(c)(4) with an ambitious mission: to equip advocacy groups with cutting-edge tools and data to make their efforts more strategic, informed, and impactful. And our first task was to prove to

anyone that data could inform strategy at a local level.

For that, Murmuration needed a database to store the voter file, and a data scientist to start to tune national data to local context. There was no campaign platform, no web portal, no tool for partners to access — just the raw database, and a small team trying to prove out a concept by meeting partners where they were, and painting a picture — through data — of

where they could be. We knew we wanted to put tools directly in the hands of our community based organizations, but we resisted rushing into development. Instead, we anchored everything in discovery — immersing ourselves in our potential partners' needs and on-the-ground challenges. We placed a heavy focus on listening, learning, and hands-on engagement laying the foundation for what would come next.

Our first  project was to build a predictive model for a local school board race so that organizations working in that district could see if they had been talking to the right people. Put simply, we aimed to answer a critical and complex question for our partners: Who should we mobilize and who should we try to persuade? And the best way to start was to evaluate whether the efforts underway were effectively driving change and making a measurable impact.

2016

Introducing m{insights 1.0.

By 2016, Murmuration’s partner network included advocates as well as those more focused on elections. We worked with LEE, a longstanding partner of ours, to develop m{insights 1.0 based off the base code of a version of their PinPoint tool. m{insights 1.0 was our

first partner-facing tool, which largely allowed users to map where their members/
supporters were against political districts. We set up a series of pilot projects with partners in California, Texas, Colorado, and New York, ensuring we were able to locate their people in districts

accurately, and equipping them with the data they needed to show elected officials that there were communities of people ready to demand change. And we worked to better understand user stories and develop a vision of what m{insights 2.0 could become.

In 2016, Murmuration created the Civic Engagement Program (CEP), a 16-school pilot program in Los Angeles County designed to increase voter engagement and parent leadership by combining community organizing, voting data, and civic tech. The program resulted in a voting bloc of over 6,000 voters across partnering schools, registered over 2,000 new voters within the 16 school communities, and boosted voter turnout among pilot schools to consistently outpace the state, county, city and district turnout over five consecutive elections.

We learned quickly that tools and data, without training and support, would never fully meet the needs of the sector, and so we began development of a dedicated partner support team - staff whose focus was on ensuring successful implementation of

strategy using our models and m{insights 1.0 and on helping partners keep track of their own first party data. This team experimented with different ways of adding value and building capacity among our growing partner community.

2017

A Vision for an All-in-One
Platform.

Murmuration’s vision for m{insights 2.0 was a CRM that allowed users to phone bank, text bank, canvass, and more in a single platform - leveraging voter file data augmented to account for local context. We planned to launch m{insights 2.0 in the summer of 2017, but first we had a few

questions to answer: do we build the platform in-house? Or do we find something else out there? The answer was clear — our partners’ needs were evolving, as was our ability to support them, and building anything in-house would limit flexibility as we continued to learn and grow.

So, we partnered with Crowdskout, a nonpartisan political software company, to leverage their technology, integrate it with other third-party tools, and scale it — and we asked some of our partners to graciously test

out the new configuration. We needed to learn what worked and where we were falling short. And while m{Insights 2.0 launched that summer, it evolved for the many years that followed.

2018

The First m{gathering:
A Catalyst for Ideas.

Always committed to fostering collaboration and connection, Murmuration began to lean more heavily into connecting partners with each other — officially anointing all partners as part of our network and expanding the ways in which we supported their work

individually and as a collective. We codified our existing partner support efforts into a partnerships support program, designed to provide organizations not just with technology, but with guidance, training, and shared learning.

And we hosted our first m{gathering — an event in NYC that brought together a diverse group of advocates, all united by a shared mission to create a more equitable education system. This event gave leaders a space to exchange ideas, build alliances, and fuel each

other’s ambitions. We identified shared challenges, built trust and alignment around possible solutions, and a shared understanding of what role Murmuration could play in solutions, and where others would have to work together to find other paths forward.

All shared a craving for deeper community connections and expanded analytical tools, and Murmuration’s path forward became all the more clear.

2019

Acquiring Solutions.

To ensure Murmuration was able to develop the tools partners needed to grow their impact, in 2019 we took a bold step forward by acquiring Crowdskout and Organizer (the canvassing software we were providing to our partners). These

acquisitions marked a transformational shift in how Murmuration could serve its partners — making possible a future in which we could offer more partners the tools they needed to understand, engage, and mobilize their communities.

By the time the 2019 m{gathering came around in April, we were ready to take the next step forward in partner support - and we rolled out our enhanced

offerings, shaped by the very voices who had called for them.

New Tools for New
Realities.

In March 2020, the world changed almost overnight. Like countless others, we shuttered our offices, quickly adapted to Zoom meetings, and transformed our homes into workspaces. Yet, despite the pandemic, the 2020 election cycle became our busiest and most pivotal to date.

The scale and evolution of the work taken on by our growing network of partners revealed limitations to our technology we could no longer ignore. So, we made a bold move - to begin what we knew would be a multi-year project of completely rebuilding and expanding our data and tools, while simultaneously growing our community of users beyond the education sector. We

knew to take on this massive undertaking would require building new in-house product, data science and engineering teams. So, we launched a new, wholly owned subsidiary — fondly referred to as TechCo — to house our existing technology, and begin to build out the teams we would need to pursue our vision of a new campaign platform. And in parallel the existing Murmuration team could remain focused on continued service of our growing partner network.

Beyond just the growing scale, the pandemic underscored the need for new types of support. Our partners needed tactical advice guided by new strategies and deeper

research. Groups that had never done mail-in balloting needed to quickly understand how to shift their work towards remote GOTV. Groups that had relied on door-to-door canvassing found themselves needing to contact and connect with people in a digital environment. Those who had, until now, only ever organized around the issue of education, found themselves wading into voting rights, food access, health care, and more. Murmuration responded by offering new kinds of research, from practical analyses to playbooks on running campaigns, some developed in house, and others through new collaborative research efforts with outside research organizations.

2021

Building for the Future.

In 2021, our community of users was expanding rapidly as was their demand for increasingly high-quality data and cutting-edge tools. We were in plans to build something bigger, stronger, and more capable of supporting an ever-growing network - and the time to

take on that challenge. We renamed TechCo Helm, and started to build a platform (to be called Organizer by Murmuration upon completion) that was more intuitive and able to give our partners the precision and power they needed to drive real impact. At the same

time, we began to envision what truly advantaged data for community organizing could look like. We knew all of these efforts would take years to come to be, but we were ever excited about the potential for future impact.

Two Years Later:

As communities across the country began to lean back into in person organizing, Murmuration similarly invested heavily in building connections within our network, and on providing partners with even more tactical and strategic research to inform their

work. Following two years of virtual convenings, in April of 2022 we hosted our first post-pandemic in-person event. For two and a half days in Atlanta, GA, nearly 100 partners explored solutions to the most pressing issues facing our public education system. Through panel

discussions, breakout groups, and field trips, the m{gathering explored new ideas, strategies, and insights to help shape partner work in 2022 and beyond.

2023

Expanding Our Impact.

In January 2023, seeing the launch of our new platform was imminent and with the goal of ensuring a singular focus on impact and meeting the needs of community focused organizations across the country, Helm’s platform and staff were folded into Murmuration.

This consolidation created greater efficiencies and expanded our ability to secure resources — all in service of driving our mission to power civic participation for a more equitable future. Overnight, our team more than doubled in size, our mission expanded to encompass the pursuit of

equity across myriad systems, and our belief in what was possible had never been greater.

We took the opportunity presented through unification and the impending launch of our new Organizer platform, to tackle our next big goal — the development of an

enriched dataset — Atlas by Murmuration — to help partners more effectively identify individuals and build powerful communities.

It may sound obvious, but people do not live in issue silos, and those working to create equitable pathways for students know all too well that gun safety, access to clean water and climate justice, a functioning democracy, and more impact their communities and students.

Unification, and the development of Organizer and Atlas by Murmuration, enabled us to more deliberately begin to expand our footprint to work with community-focused groups working on our nation’s most pressing challenges and expand our mission to amplify the power of civic

engagement with data, tools, and research for organizations building healthier and more equitable communities.

2024

Amplifying Civic Engagement,
Transforming Systems.

At Murmuration, it is our priority to provide the critical infrastructure community focused organizations need to spark collective action at the local level to create real and lasting impact.

In 2024, we finally launched our new platform, Organizer by Murmuration, powered by our extensive Atlas by Murmuration dataset. We designed Organizer for our partners  — organizations working at the community level to transform our most broken systems.

To continue our pursuit of research that can super charge our partners’ work, we’re developing a new interactive research tool — Explorer by Murmuration — that will combine data on people, places, and the experiences, beliefs, and ideas that shape them.

This data visualization tool will give organizations the ability to develop strategies grounded in a deeper understanding of the communities they serve.

We believe we are just getting started. We currently work with over 75 partners who work in 37 states including DC, and in the past year alone our partners ran 192 electoral campaigns in the election cycle, made 453,806 phone calls via our platform’s phone bank tools, sent 1,445,479 emails via our email tool, and knocked on 236,710 doors.

We also run a Legislative Advocacy Fellowship program that offers select partners the opportunity to consult one-on-one with an expert in the field, participate in special programming, and collaborate with other partners doing meaningful advocacy work nationwide. This year’s cohort includes 15 participants from 13 organizations focused on increasing funding for teacher training, math, reading, post-pandemic

education recovery, and more. We hosted a convening in December to train partners on incorporating Murmuration Research Institute’s research findings into their messaging to amplify their legislative efforts. We also facilitated feedback sessions and meetings with state legislators to equip partners with insights that will enhance their work.

Our pursuit of excellence is all focused on ensuring community focused organizations have the data and technology infrastructure they need to uplift voices, and effect systemic change - so that Americans can live up to our founding ideals, and we can all live free, healthy and dignified lives.

In November 2024, Murmuration celebrated 10 years of hard work and impact. From day one, we’ve stood by a simple but powerful belief: that communities can drive durable, lasting change in this country. When community voices are amplified by philanthropic investment, local civic engagement, and the right data and tools, systemic change to increase equity and opportunity is possible, and the promise of America — in which all can lead healthy, free, and dignified lives — can be realized.

In the very beginning, Murmuration set out to fill the gaps in data and civic tech infrastructure that we saw in the education space. We focused on public K-12 education because we believed then — as we do now — that equitable access to a high-quality public education is critical to the America we believe is possible, but also because we heard directly from dozens of education advocates across the country about the challenges of organizing and campaigning without high-quality data and tools. We knew that by equipping community organizers with the right resources, we could help them be more effective, year after year. And while our data, tools, research, and other offerings have grown more sophisticated over time, the heart of our work — our focus on democratizing access to data and tools so that organizations can more effectively lift up the voices of their communities — has never wavered.

Over the years we’ve worked with hundreds of partners across the country, supporting their efforts to make sure every voice is heard and every person’s power is amplified. Their partnership has helped to drive our evolution, and we are honored by just how much our history is intertwined with their commitment to their communities. Their impact is not just driven by the tools or the data, and ultimately neither is ours. Collectively, we’re creating a country where communities can shape their futures and truly thrive — not just for today, but for generations to come.

I am incredibly proud of the work we’ve accomplished this year. We launched our new dataset, Atlas by Murmuration, which is enriched and enhanced by our Data Science team for even more precise local and non-partisan targeting driven by the best data points. We scaled the capacity of our Organizer by Murmuration platform, enabling organizations to conduct even more comprehensive outreach efforts, and improved its user-friendly interface to make it more accessible. We released research and model scores to help organizers and advocates develop and implement better strategies; and we continued to provide our partners with the programmatic support they need to turn their passion into action.

Local, community-based civic engagement is the backbone of a healthy democracy, and in the years to come, we believe our work — and that of our partners — will be more important than ever. We will be unwavering in our commitment to providing the data, tools, research, and programmatic support to community-focused organizers and advocates across the country, so they can keep driving change every day as they fight for the future of their communities.

Murmuration amplifies the power of civic engagement with data, tools, and insights for organizations building healthier and more equitable communities.

Murmuration is a nonprofit organization dedicated to amplifying the power of civic engagement. We provide data, tools, and research to help our partner organizations increase civic engagement and marshal support to drive change at the community level.

Murmuration is two organizations working together to pursue our mission of amplifying the power of civic engagement: Murmuration Research Institute, a 501(c)(3) that conducts research to support the identification, design, and creation of the data, tools, and insights that build healthier and more equitable communities; and Murmuration, Inc., a 501(c)(4) that creates and provides data, tools, and support to mission-aligned community organizations building healthier and more equitable communities.

Together, we have supported hundreds of organizations to make informed decisions about who they need to reach and how to achieve and sustain impact — and to put those decisions into action.

The Problem

Organizers and advocates tell us they lack access to high-quality tech, data, and research needed to reach and continuously engage people and fix our failing systems.

They often go up against big, outside interest groups with resources and access to sophisticated data and tools. And, the high costs for tools and data and partisan restrictions further limit them in their work to make real, sustainable change.

Atlas by Murmuration is a collection of data about voters that organizations can use to identify the right people to contact in their communities. Our team of data scientists enrich the data with model scores, consumer and census data, interaction history, and more, so that organizations can make better decisions about who to contact and where to spend their money.

Political Momentum
in Gen Z:
A Path to Greater Impact in 2024

In this report, we asked Zoomers about their expected participation and party support in the upcoming presidential election, enthusiasm and motivation, and political allegiance. We found Gen Z is less loyal to major political parties and more uncertain about their choices for 2024. Youth voter turnout continues to lag behind the older generation — however, their higher participation in recent elections signals their potential to be more influential this cycle. Additionally, Gen Z feels less informed about many issues but is motivated by concerns over the loss of rights. Finally, Black Gen Z women could play a pivotal role in 2024 and previous election cycles have shown a gap between their voting intentions and actual turnout, highlighting the need for outreach focused on turning out this important subgroup of potential voters.

Emotions, Empathy, and Civic Participation in Gen Z

This report seeks to deepen our understanding of how young Americans view themselves in the context of their country and this moment. We found that people of all ages are less trusting of others than before, with Gen Z showing particularly low levels of trust. Additionally, Zoomers hold relatively strong zero-sum beliefs, viewing success as a limited resource. Despite reporting high levels of distress in response to others' struggles, Gen Z demonstrates a strong commitment to civic engagement. They are also less convinced than older generations that democracy is the best way to govern but still retain some faith in the system.

This report focuses on civic engagement among Gen Z. We found that Gen Z shows high cynicism and low confidence in American institutions but trusts their teachers most. Unlike older generations, they prefer community-related civic activities over political ones and desire more civic involvement. However, they face barriers such as a lack of information and feeling their concerns are not shared among other generations. With 41 million eligible Gen Z voters in 2024, understanding and engaging this diverse generation is crucial for driving civic engagement and supporting democracy.

Toward Transformation in Education:
Behavioral Media Research to Build a Foundation for Narrative Impact

In partnership with Harmony Labs, a media research lab, Murmuration conducted a multi-phased research project to understand how audiences in the U.S. are encountering, engaging with, and responding to education-related content in their daily media lives. Our teams analyzed millions of encounters on TV, YouTube, news, and search to understand the stories that matter. We used a values-based framework to map the values, beliefs, and media consumption of each audience, to provide guidance for education-focused partners.

Programmatic Support

Murmuration supports partners through ongoing training opportunities. We host a slate of annual events, bootcamps, and workshops to foster coordination and coalition building and provide our partners with access to the leading experts and latest guidance in data and insights. In 2024, Murmuration’s signature partner event brought together more than 100 partners from 57 advocacy organizations for 13 facilitated sessions to

collaborate, learn, and brainstorm creative ways to drive positive change in communities across the country. This year's event, held in Denver, CO in May, highlighted our new campaign platform, Organizer by Murmuration, and our enriched dataset, Atlas by Murmuration, and featured sessions designed to help our partners leverage our data, tools, and research to drive greater impact in their communities.

Past fellows have passed priority legislation such as a Parent Bill of Rights for English Learners/Multilingual Learners (ConnCAN), anti-municipal discrimination bill (KIPP TX), increased mental health funding (Aspire Public Schools), increased funding for diverse leaders (LEE), and opposed a bill that would have labeled students as habitually violent (LEE TX) in addition to increasing outreach efforts.

Our partners work across the country to make change possible. Whether it’s fighting to strengthen democracy or to increase access to equitable schools, they’re leveraging the power of civic engagement to transform one community at a time.
Rank The Vote has been piloting Murmuration's voter file data in the voter reform space in 2024 and we have seen great results. We're using data across a number of states and campaigns to help with their organizing, outreach, and door knocking efforts. One fantastic example of the effectiveness of the data came in one of our medium sized cities (about 700,000 residents). We used Murmuration data to segment a section of the population that scored very high on RCV affinity metrics and who had voted in the most recent municipal election, and then used that data to run a texting campaign asking people to contact their city councilor. In the four days leading up to the city council hearing, we got more than 1600 emails sent to the council for just about $5 per email sent between data and texting costs. It was a phenomenal success.

Murmuration’s tools have been invaluable for LEE members since our partnership began in 2018. Murmuration’s tools offer a low-cost, accessible, and non-partisan option for our members. Over 200 LEE members have actively campaigned using m{insights and we look forward to onboarding our 2025 candidates to Organizer. In addition to the voter database, the customized support that LEE receives from Murmuration, specifically, our Data Manager and Partnership Success Manager, is astronomical. The Murmuration team actively sources geographies for our members running in small races, imports select early vote history that allows our members to have the freshest lists, and works closely with LEE to implement the feedback our members provide about the tool’s use. Overall, LEE has been extremely satisfied with Murmuration’s products and services.

With Honor has expanded our work nationally to recruit, train, elect, and support principled veterans with the courage to work across party lines in partnership with Murmuration.
